Can the internet ever be turned off? Could we wake up one morning and find it had been switched off?

Answer: The internet cannot be shut down. It was created to provide communications following a nuclear war. If part of it gets blown up there are so many computers that it we re-route around the destroyed one. You could theoretically turn off every computer but the internet would still exist - there would just be no way of accessing it until they were turned on again.
