If you wear a coat inside, is it true that you won't feel the benefit when you go outside?

Answer: If you wear your coat indoors, you acclimatise to it, so it will feel colder when you go outside as your skin temperature will have warmed up. You'll feel the cold more, but you won't be worse off health-wise.

Answer: I disagree. When you put a coat on, you get another layer of insulation, which gets heated up. So when you go outside you will have been warmed up. Therefore, it's better to actually put your coat on before you warm out.
