When building bridges, why does Portland cement set under water? Shouldn’t it stay wet or float away?

Answer: Most cement is known by Ordinary Portland Cement and it sets through heat.  When a bridge is being built, an abutment is put in place, which protects the cement from the water until it has set. But you can also get water-proof cement as well.
