How Has the M25 Widening Been So Mishandled?

It has been revealed that the mishandling of M25 widening could cost the taxpayer an extra billion pounds.

The House of Commons Public Accounts Committee says the Highways Agency's cost estimations were poor and it did not consider other options.

Nick spoke to Margaret Hodge - Chairman of the Public Accounts Committee - and Roads Minister Mike Penning about how this has happened.
