Answer: Dust settles because it is electronically charged and it fixes itself to the object in question. It can't settle on other dust so it could never fill a glass.

Qualification: I work in power stations
Answer: A lot of power stations burn rubbish, which creates a lot of dust. These have dust of 1-2inches every six months, which I have to clean out.
