At a football World Cup, what would happen if all games in a four-team group finished 0-0. Who would go through?

Answer: It's very unlikely to happen. Thanks to the wonders of the internet, I've found FIFA Rule book rule 199c: "If all group matches finish 0-0, the coaches will participate in a round-robin wrestling tournament to decide the positions."
