Were the police right to negotiate with Raoul Moat?

How did the police end up in a 6 hour stand off, is it time to get tough on health and safety laws and Brigit Grant reviews papers
The stand-off lasted for six hours but should the police have bothered to negotiate at all. He was a killer after all. And why was he able to elude officers from 14 forces for one whole week. Lord Young has been brought in by David Cameron to try to end the scourge of health and safety which has been the death of competitive sport. He wants an end to the compensation culture – no win no fee. Health and safety should be about safety in the workplace not on the sports pitch. And he’s right. And we are to have the first referendum since 1975. not on Europe but on whether we should change the first past the voting system to AV -  Do you think like me it is a fringe issue for pointy head liberals. What most people want is a government that gets on with cutting the deficit rather than spending millions on a daft plebiscite. Brian Milton reduced some of you to tears by his moving account of the interviews he has conducted with the surviving Hurricane pilots from the Battle of Britain. Only 17 left. It’s the weekend of the 70th anniversary of the Battle of Britain. I agree with Brian lets knight them. His book is called Hurricane – the Last Witnesses. Brigit Grant from the Sunday express reviewed the papers
