Why Can Petrol Stations Charge Decimals?

Why at petrol stations are they allowed to charge decimals of pence which they can’t give change to?

Answer: It's psychological pricing to get you on to the forecourt, and the pumps only dispense full pennies but they will dispense in fractions of litres.
