Answer: A pipe with an inlet at ground level which goes to the top floor of a tower block with an outlet on each floor. A fireman can put his hose in on a ground floor, then plug one in on the 10th floor and water will shoot out and allow them to fight the fire. It's called a dry riser as it's not charged with water.
