What is the number on the end of sugar packets?

Question

In paper tubes of sugar, on the ridged piece of paper, there is a number from 1-20 – and the number seems to be different. What does the number mean?
Jackie, Thames Ditton

Answer

** Definitive **
Name: Bob, Hayes
Qualification: I used to mould plastic
Answer: The tubes are often created in batches, using a number of moulds. If there is an error, the maker needs to know which mould is broken, so that number tells him.
