When does a hill become a mountain? Is there a measurement? Has a mountain ever been reclassified as a hill?

Answer: More than 1000ft above sealevel makes it a mountain. Remember the film "The Englishman Who Went Up A Hill But came Down A Mountain" with Hugh Grant? That hill was 985ft high, so all the villagers arrived with wheelbarrows full of dirt to make it that extra 15ft. In America, the level is 2000ft, as they have the tallest hill in the world at 1999ft.
