Why are private schools known as public schools?

Why do they refer to private schools like Eton as a public school?

Qualification: My wife’s a headteacher
Answer: It comes from when children were educated at home by a governor. Or they had the option of paying to go to a school which was open to the public. So they became known as public schools.
