The 24-year-old finished as Spurs' leading scorer last season with 18 goals which included the winner in the Europa League final against Manchester United to end the club's 17-year wait for silverware.
But so far this season, he has largely been used as a back-up to summer recruit Mohammed Kudus on the right wing since Thomas Frank replaced Ange Postecoglou in June.
Speculation over a departure away from Tottenham has recently increased and it is now understood that Palace are leading the race for Johnson's signature.

An agreement between the two clubs was finalised on Tuesday in a deal worth £35m, but the player is still to give the green light to the transfer across London as there are other suitors and uncertainly over the long-term future of current Palace boss Oliver Glasner.
Johnson's last appearance ironically came against Palace, after he came off the bench for the final five minutes in his side's 1-0 win at Selhurst Park.
Glasner has made clear on multiple occasions of late his frustration over a lack of transfer business last summer when Eberechi Eze was sold midway through August.
Speaking after Sunday's defeat to Spurs, he said: "I don’t have enough money to sign players, the transfer fees are too high.
"I think to be honest if you watch our game, it is pretty clear what we need and then it is a decision of Crystal Palace.
"If you are constantly under-performing scoring goals, yeah. Look all I can do is encourage the players, support them and be positive."
However, he hasn’t started a match since his side’s 2-2 draw with Newcastle at the start of December.
Spurs are next in action on New Year's Day at Brentford, while Palace host close neighbours Fulham on the same day.
