Eyewitnesses said that the ferry appeared to be suffering from engine problems before it careered into the side of the wall.
Police say that they received reports of a boat on fire just before 4pm. Initial reports suggest one man suffered minor injuries, they added.
"The boat was smoking heavily and the people on board were rushing around," said Sam Steel, who was sitting by the river when the incident happened.
"It looked like the engine was smoking and then the captain drove the boat into wall...it was out of control.
"Two police boats and the RLNI are here and the fire brigade are on board. Another ferry came up along side and the people got off onto that."
